Unable to join project

The request through the Manager to Add the project just times and out complains it was unable and to try again later. Are the project servers open for joining currently? You can't use the Join dialog in the Manager as usual because the project URL pulled from the picklist is wrong. You have to manually enter the URL in the box and the move the cursor to the end of the URL and then use the Enter key to execute the command.
