Test apps download in violation of Preferences

Updated BOINC several times. Bottom line, I do NOT want apps on this machine that hog 9 CPUs when they run. The multiprocessor selection in BOINC will NOT work for this purpose as it leaves CPUs with no work. The only solution seems to be to set Multiprocessor use to equal the number of GPUs in the system, however, If a MT app downloads, GPUs can and WILL STOP processing. Is there a better solution?
