I'm running 6.3.11 on my Q9450 under XP MCE SP3. I'd like to run all 4 cores plus the gpu, but every time I set the number of cpus in the client_state.xml file (after I stop boinc manager and service) to 5 it goes back to 4 once I start boinc again. How do I go about getting all 4 cores plus the gpu running?

I think you're using the wrong file.
See here for info on cc_config.xml
