The error is,

couldn't start app: CreateProcess() failed - Access is denied.

Something is preventing the app from starting. Probably a Firewall, Anti-virus or system security setting.
Add an exception to the firewall/antivirus/anti-whatever security software you have, so that Boinc and the data directories are not blocked or scanned.

Only CUDA 6 tasks were affected, but I have made the suggested change....let's see what happens.
