Measured floating point speed or
Measured integer speed

my second question is which one pertains to the memory and the other the gpu or are they both chip speeds.

Both numbers refer to the chip. Which one is more important depends on the type of calculations you want to do. If the calculations are predominantly floating point calculations then the floating point speed is more important. If they are mostly integer calculations then integer speed is more important.

Actually, that last sentence is not quite right. Since integer speed is invariably higher than floating point I think it's better to say, if they are mostly integer calculations then floating point speed is less important.

The measurements above are about the speed of the CPU.

If you mean the CPU as the "chip" then both.
The speed of the GPU is reported as "GFlops peak".
