Dell T7500 originally came equipped with C2050 and Quadro 4000.

Pulled the Quadro and replaced with GTX-590 (EVGA).

Drivers installed and system runs fine, Nvidia control panel and Device manager show both devices.

When BOINC is started the log reports that the GTX-590 is recognized but BOINC is only allowing the Tesla to run GPU tasks (unlike the previous configuration where both the Tesla and Quadro were 'allowed' to run tasks).

I created the cc_config.xml to tell BOINC to use all GPUs. No Joy. (It's in the BOINC directory, this is a Win7 X64 OS).

Anybody experienced this before?

In the BOINC data directory or in the BOINC program directory? It should be in the BOINC data directory and you might have to restart BOINC client to make the setting take effect.

I don't seem to have a BOINC\Data directory.

Just Program Files\BOINC.

This is Win 7 X64.

The info there says your BOINC data directory is C:\ProgramData\BOINC\ not Program Files\BOINC.

The easiest way to find BOINC's data directory is to exit BOINC client (click Advanced -> Shutdown Attached Client -> OK -> Cancel), restart BOINC client, In BOINC manager open the Event Log, scroll to the top and about 5 lines from the top it will give the BOINC data directory. That directory might be a hidden directory in which case you'll have to configure Explorer to show hidden directories.

That's what I get for trying to figure stuff out that late at night.

You're absolutely correct. \ProgramData\BOINC was hidden and is not the same place as \Program Files\BOINC !!

Got it now and everything is working.
