It sounds like what OpenCL is trying to do, which is have a language that all of them can run regardless of vendor and device specifics.

HSA includes some aspects of hardware design, which make the heterogenous environment more efficient/faster and easier to program for. Or at least that's the goal. An example is a unified adress space for all processors in the system. Think of it as something going beyond OpenCL.

The future of GPU programming is facilitation and enabling; what NVidia or AMD can/could do is minuscule compared to what the worlds programmers can/could do... This is being realized ubiquitously.
